The Hammers are hoping to complete a deal for the England player and are getting ‘closer’ to it.
Kalvin Phillips is expected to quit the Etihad Stadium in pursuit of regular first-team action following a disappointing 18 months in Manchester.
Since joining City from Leeds United in the summer of 2022, the 28-year-old has won three titles. However, he has made only 16 Premier League matches over this time.
It has previously been reported that David Moyes is personally pressing West Ham to buy Phillips this month.
And Romano adds that West Ham are ‘enthusiastic’ about a deal to sign the midfielder, with a new round of discussions expected soon.
Romano spoke to X in the early hours of Tuesday morning, providing an update on West Ham’s approach for Phillips.
He wrote: “Kalvin Phillips is getting closer to West Ham.” Negotiations are moving along, as reported yesterday.
“A new round of talks will take place soon, since the mood at WHUFC remains optimistic.
“Discussions ongoing with Man City on structure of the deal.”

This month, Spurs and Newcastle United shown interest in Phillips. However, West Ham appear to be closing close on a deal to sign the midfielder.
Moyes would gain greatly from acquiring a player of Phillips’ caliber, particularly given Lucas Paqueta’s recent injury.
While the City star has a completely different profile than the Brazilian, he will provide Moyes with an additional quality alternative in the middle of the park.
Phillips has struggled for minutes at City over the last year, and he will be eager to resume playing regularly ahead of the Euros.
